TOURNAMENT'S RULES & REGULATIONS

 
   
41st TAP OPEN – RULES AND REGULATIONS

PARTICIPATION:

The competition is open to all domestic and foreign players with handicap certified by the respective club or federation.
The maximum handicap for men and women is 28.0 EGA. Players with a higher handicap will be assumed to be equivalent to 28.0 EGA.

FORMAT:

The Tournament will be held on the 13th, 14th, 15th and 16th November 2018, in Stroke Play with Handicap.

18 holes will be played per day on each course, forming a total of 72 holes. The courses to be played are Quinta do Lago South, Quinta do Lago Laranjal, D. Pedro Pinhal and D. Pedro Millennium

RULES:

The rules to apply are those approved by the Royal and Ancient Rules Limited and the Local Rules to be established by the Technical Committee.
The balls used in competition must comply with the list of balls approved by the R&A and the USGA. (Rules available on the Internet, at www.randa.org or www.usga.org).

Tee-off Time (Note on Rule 6-3a): In the absence of reasons that justify eliminating the penalty of disqualification, as provided for in Rule 33-7, if a player arrives at his/her tee-off point, ready to play, within five (5) minutes after the defined tee-off time, a penalty of two (2) strokes on the first hole will be applied.
Rule 3-3 shall be used, whenever there are doubts on how to proceed during the competition.

Decision 14-3/0.5: - The use of measuring devices or distance gauges is permitted. The device CANNOT have other associated features, such as: analysing ground conditions such as slopes or inclinations, measuring wind speed; temperature; etc.

SUSPENSION OF THE COMPETITION:
In the event the competition is suspended due to the occurrence of dangerous situations (e.g. lightning, approaching thunderstorm, etc.), players must stop their game immediately.

The suspension of the competition due to dangerous situations will be marked by a long blow on the horn. Any other suspension of the competition will be marked by several consecutive and short blows of the horn.

The resumption of the competition will be marked by two long blows of the horn. 

Penalty for Infraction of Rules: Disqualification

METHOD:
Players will be sorted by handicaps and grouped into four groups of similar size.


The draw for the first day will be made by handicap, within the respective category, and there may be tee-offs at Tees 1 and 10, according to the decision of the Technical Committee.


“NS”, “NR” and “disqualified” players cannot be considered on the general leader board and leader board per category. However, they may play for the skill prizes that may exist on each course, keeping their position on the leader board of the respective categories, provided they state this intention to the Technical Committee beforehand.


The handicaps shall comply with the rules in force and will be checked and corrected after each round of the Tournament.


TIE BREAKS:
The criteria to separate tied players in the categories, will be the best result in the final 9th, 6th, 3rd and last holes of the D. Pedro Pinhal. If players are still tied, they are separated on the GROSS leader board by the highest handicap and finally by drawing lots, while on the NETT leader board it will be by the lowest handicap and finally by drawing lots.

The separation of tied players for the best score on each course will be by the scores of the final 9th, 6th, 3rd and last holes of the respective course and, if still tied, players are separated on the GROSS leader board by the highest handicap and finally by drawing lots, while on the NETT leader board it will be by the lowest handicap and finally by drawing lots.

The tiebreaker for first place of the General Leader Board will be by the 18th,  9th,  6th,  3rd and last holes of D. Pedro Pinhal, or if this does not result, by the scores on the Quinta do Lago South, Quinta do Lago Laranjal and D. Pedro Millennium in that stated order. If players are still tied, then they are separated by the lowest handicap and finally by drawing lots.


7. LEADER BOARD:
The General Leader Board will be based on Nett results (the tournament is primarily Nett).
There will be Nett and Gross results in all categories.
The categories for the tournament are the following:


Category 1 – up to 4.4 handicap
Category 2 – 4.5 to 11.4 handicap
Category 3 – 11.5 to 18.4 handicap
Category 4 – 18.5 to 28.0 handicap                     

PRIZES:
The following prizes will be awarded:

GENERAL
1st, 2nd NETT and GROSS
1st, 2nd NETT and GROSS LADIES
GENERAL SENIORS: (Senior players are those aged 50 years or over this year)
1st NETT and GROSS
1st NETT and GROSS LADIES
CATEGORIES:
1st NETT and GROSS
1st NETT and GROSS LADIES
LAST PLACE NETT.
NOTES: The prizes are not cumulative.


9. RESULTS OF THE COMPETITION – COMPETITION CONCLUDED:
The result of the competition is considered to be officially announced 30 minutes after the final results sheet is affixed to the panel reserved for this purpose.
In the event of totally adverse weather conditions, the Technical Committee may cancel the results of one or more courses or even cancel the General Leader Board.
While playing the Tournament, if there is any cancellation or if the player is disqualified in the competition, or if the player abandons the competition he/she is not entitled to any refund or any extra round of golf.


10. CANCELLATION AND AMENDMENTS TO THE RULES AND REGULATIONS:
The Technical Committee may, at any time:
•Complete or amend these Rules and Regulations
•Suspend or cancel any of the rounds
•Annul or cancel the Competition
Any omissions of these Rules and Regulations shall be definitively decided by the Technical Committee.


11. NON-COMPLIANCE WITH ANY CONDITION ESTABLISHED IN THE RULES AND REGULATIONS:
Except where the Rules and Regulations establish a different penalty, the infringement of any established condition entails DISQUALIFICATION.
